The MTDC project began in 1989 with a planning charrette led by McLaughlin Architecture (now Place Architecture). The less than optimal working environment of the existing building was examined and analyzed during the sessions and goals and solutions were offered in the form of generated ideas and conceptual drawings, including a site plan, floor plan and perspective drawings. Following the charrette, two books were sent to Congress which provided Congressional Budget requests for the new facility.

In 1999, Place Architecture was selected as the architect for the design of the buildings. The program, based on our 1989 planning, includes research laboratories, offices, workshops for prototype equipment fabrication, testing and demonstration areas, and support facilities. Recent construction bids for the project came in under budget. The new facility is currently under construction. Sustainable design strategies include ground water cooling, daylighting, biocomposite panels for finishes and cabinetry, and landscape design which integrates native plant materials and rainwater collection for irrigation.
